Democrats who had spent months at the negotiating table voted against it, including Senators Gillibrand, Warner, Booker, Warnock, Gallego, Alsobrooks, and Cortez Masto. Three Republicans also voted no: Collins, Hawley, and Moran. Senator Tillis opposed it through a procedural motion to recommit. Republicans made over 100 major changes at Democratic request, resulting in a 635-page substitute bill days before the vote.
