UK-based company Lebara has officially begun commercial operations in Nigeria, becoming the second mobile virtual network operator (MVNO) after Vitel Wireless to kick-start its operations in the Nigerian telecoms industry. The development comes after almost two years of laying the groundwork. The official launch comes amid months of partnership and preparation to enter the Nigerian connectivity space. Others are Vitel Wireless, which started commercial operations in 2025 and EMOSIM, which offers outbound travel eSIM services. Lebara Nigeria holds a Tier 5 Mobile Virtual Network Operator licence, the highest category under Nigeria’s telecom regulatory framework. It will now use the licence to provide mobile services to unserved and underserved areas nationwide, a core reason the NCC created an avenue for MVNOs in Nigeria. Can Lebara survive in Nigeria? Lebara was aware of the challenges facing MVNO launches in Nigeria, which helps explain why it spent almost two years preparing to enter the competitive telecoms market. This reflects the difficulty many MVNOs have faced in launching, including challenges around wholesale agreements, technical integration, financing and operational readiness. The operator has tasted the operational challenges, stemming from its failure to launch in the third quarter of 2025 as promised in early 2025. It then spent the rest of that year and the first half of 2026 on agent network expansion, soft launches, and its “0724” number series reservations. With commercial operations now underway, Lebara will be tested on its ability to build a sustainable business model in an environment defined by high infrastructure and wholesale costs, heavy price sensitivity, and fierce competition from the Big Four (MTN, Airtel, Globacom and T2mobile). However, Lebara’s approach to its commercial launch followed a progressive pattern, even though it missed its set launch timeline. Firstly, the UK-owned company launched a section on its website where Nigerians can pre-order, register and get a dedicated “0724” phone number prior to its full operation. Secondly, it secured full interconnectivity with Airtel Nigeria and other mobile network operators, a key requirement for the operator’s commercial rollout. Thirdly, Lebara launched an Agent Registration Portal (ARP), a digital onboarding platform designed to expand its retail and point-of-sale (POS) operations nationwide. The portal is also meant to integrate agent and POS operators and create awareness for its retail channel. Fourthly, the operator announced a soft launch in February, which it co-hosted with the UK Department for Business and Trade and the British High Commission, and introduced the brand to key industry leaders, government officials, and diplomats.
