The survey contains no user numbers and no estimates of how many accounts in Germany are affected, because there is no reliable basis for that. The Council of the European Union adopted its 21st sanctions package against Russia on July 23, 2026; the measures entered into force with publication in the Official Journal. That package lists the trading platform HTX, legally registered as Huobi Global SA, among eighteen named crypto and payment service providers. The EU justifies the inclusion by saying these providers contributed to circumventing the financial restrictions imposed on Russia. What matters for investors is the type of measure.
